Would a Chiropractor be able to tell if I have a back/neck disease?

Every disease has it's symptoms.  Chiropractors are well versed in spotting most common disease symptoms.

A patient with cancer will usually have chronic pain in an area which doesn't go away no matter how many Chiropractic adjustments are administered.  Skin discoloration,  chronic low energy levels, etc will usually be spotted by a Chiropractor because he is constantly observing the body and the patient and how each is reacting to various muscle tests, reaction tests, etc.

Despite the primary idea people might have...a Chiropractor is usually going to be the first to notice a disease in your body as he is primarily focused on the nervous system, the musculoskeletal system and is monitoring how it is reacting to various tests.

Also, a Chiropractor usually has an x-ray and can pick up subtle points in the x-ray which are signs of disease.

Such diseases as Scoliosis, Arthritis and Fibromyalgia are very quickly spotted by the Chiropractor as these are all nervous system disorders.  Other diseases such as a skin disease may not be noticed right away but will almost always eventually be detected by the Chiropractor.
